Our team brings over a century of cumulative experience at ATC, Cold Regions Test Center (CRTC), Tropic Regions Test Center (TRTC), Electronic Proving Ground (EPG), White Sands Missile Range (WSMR), and Yuma Proving Ground (YPG), plus at the Operational Test Command (OTC). Our team knows T&E and our leadership brings a deep, first-hand understanding of the ATC mission and organization. The TRAX team has collectively excelled in assisting ATEC with developing the best fighting capability for our Warfighters.

Brian Simmons

ATSS Program Manager

Brian had a 33-year career as a U.S. Army civilian. He served as the technical director/deputy to the Commander, U.S. Army Test and Evaluation Command (ATEC) where he ran the execution of all test plans and reports, as well as the Command’s evaluation strategy and analyses. He employed a workforce of over 9,000 personnel and a $1B budget, and was responsible for integrating ATEC’s test range infrastructure, instrumentation, policy, resources, and weapon system safety.

Lindsay Yowell Jones

Assistant Program Manager

Lindsay has over 30 years of extensive T&E experience in multiple Soldier-centric commodity areas and was responsible for test execution from planning through reporting along with major test range development, operations, and maintenance. She served in leadership positions for 17 years, including six years as a senior leader in acquisition management for Army intelligence programs.

Charlie Valz

Mission Support Manager, Firepower, Survivability/Lethality Mission Support Department

Charlie received honorary recognition for a lifetime of outstanding achievements in the field of T&E, which include 21 years as a senior leader for the Firepower and Survivability/Lethality Directorates. He has been intimately engaged in numerous aspects of T&E and organizational strategic planning, addressing complex cost and schedule problems, and had extensive interaction with command leadership in areas such as contractor functions, human resources, safety, security, and test workload management. His extensive breadth of relevant T&E experience will bring to the command operations a well-rounded and experienced department manager.

John Ruhl

Test Technology, Command Staff, Plans & Ops Mission Support Department

John was a senior leader in the RDT&E mission for almost 18 years for the Warfighter and Cyber Directorates. His 44 years of combined military and civilian service with Aberdeen Test Center, Army Research Laboratory, and APG provide a wealth of testing experience and operational knowledge that span the entire command from test support to test execution.

Bill Frazer

Automotive, Warfighter, Mission Support Department

Bill has 40 years of technical expertise in the automotive T&E field, including 17 years as the leader of ATC Automotive Instrumentation.
